Lucianne Phillips: What have we Learned from COVID19 about disaster preparedness and being more resilient? Lucianne Phillips has spent many years working with international and national emergency preparedness and recovery operations, she directed Peace Corps programs in Macedonia and Liberia, and she worked with FEMA in the Pacific Northwest. She is now retired and lives in Oregon.
